Project Description
The CPUC created the transportation network company (TNC) Access for All Program to implement Senate Bill (SB) 1376, which directed the CPUC to establish a program to increase accessibility of TNC services for persons with disabilities, including wheelchair users who need a wheelchair-accessible vehicle (WAV). The CPUC identified various Local Access Fund Administrators (LAFAs) to administer the TNC Access for All Program locally for their respective county or counties. The CPUC sought a consultant to act as the SAFA to administer the program for the 48 counties not being served by LAFAs.
Project Role
GCAP is responsible for interpreting SB 1376 and implementing a comprehensive plan for the rollout of the SAFA program including the following:
- Identifying Access Providers (APs)
- Developing a SAFA website
- Sending eblasts to and hosting virtual information sessions for APs
- Establishing partnerships with Local Metropolitan Planning Organizations (MPOs), Regional Transit Planning Agencies (RTPAs), County Transportation Commissions (CTCs), and Local Transit Agencies
- Engaging with disability communities
- Developing AP solicitation documents and procedures
- Implementing and customizing online platform for managing AP application intake and review
- Creating application evaluation criteria
- Reviewing and scoring applications received
- Creating AP funding agreements
- Developing procedure for fund obligation and disbursement to APs
- Conducting quarterly reviews of AP reports
- Disbursing funds to APs each quarter
- Providing quarterly reports of program progress
